OCSAAL  7v7 Rules Modifications

 The OCSAAL will follow the FIFA Laws of The Game with the following exceptions:

All Divisions

Points System for Season Standings:  The following points system will apply to assess a team’s season standings:

  • Win = 3 points
  • Draw = 1 point
  • Loss = 0 points

In the event of a tie within the standings, the following will be used in the order listed as tie breakers:

  • Head to head competition between tied teams.
  • (Least) goals allowed.
  • (Most) goals for (up to 3 per game*)

*Once ahead of a team in match play by (3) goals, additional goals do not carry weight in this points system for season standings.

Field of Play:  All matches will be played at OCSA’s Tabernacle Soccer Complex unless otherwise posted by the league.  The field of play will be 50x70 yards with full size goals. 

Match Duration:  All matches will consist of two (30) minute halves plus any stoppage time added at the referee’s discretion unless otherwise posted by OCSAAL (herein referred to as “the league”).  Halftime will be (10) minutes subject to the referee’s discretion for weather, etc.  Draws will stand at the referee’s final whistle during the regular season.

Weather:  Every attempt will be made to play all matches at their regularly scheduled times.  However, from time to time weather conditions may interrupt this practice.  In the event that imminently bad weather is forecasted in advance of match day, the league will notify all affected teams as far in advance as possible of postponement.  In the event that a weather stoppage occurs during a match that is underway, play will only continue at the referee’s discretion.  If it is determined that play cannot continue, the following policies will apply in determining match outcome: 

  • If stoppage occurs during the first half of play, the match will be rescheduled at a later date to be played as a new match unless the goal differential is (3) or more.  If the goal differential is (3) or more, the match will stand as final at the time of the stoppage.
  • If stoppage occurs during the second half of play, the match will stand as final at the time of the stoppage.

Rescheduling:  OCSAAL realizes the need to reschedule matches for weather and from time to time certain other rare occurrences.  When rescheduling a match for weather, OCSAAL will work closely with team captains to reschedule at a time and date that is mutually conducive to the teams and the league.  OCSAAL will consider other rescheduling requests on a case by case basis.

Players:  Matches will be played with (7) players (6 field players and a goalkeeper).  No match may start or proceed with less than (5) total players.  A team with less than (5) players at the referee’s pre-match check-in or rendered to less than (5) players on the field of play during the course of the match will forfeit the match. 

Player Passes:  All players must possess a valid OCSAAL player pass registered through NCASA in order to participate in practices, scrimmages, or match play at OCSA’s Tabernacle Soccer Complex.  Any team attempting to field an unregistered player will be turned over to OCSAAL’s Discipline & Appeals Committee for penalty assessment up to and including permanent league expulsion.  NO PASS; NO PLAY; NO EXCEPTIONS.  This is the policy of OCSAAL and NCASA.

Teams:  A team will consist of a maximum of (14) rostered players unless otherwise posted by the league.  A team must be comprised of current OCSAAL registered players and be current on all team fees to participate in a season. A team may drop or add players to their roster throughout a season. However, once a player is dropped that player may not play for that team for the duration of the season in which the drop occurred. The player may play on another team.

Uniforms:  Teams will dress their players in numbered jerseys or t-shirts of the same style and color with the exception of the goalkeeper.  All players will wear the same assigned number for the duration of the match unless otherwise authorized by the referee.  No two players may wear the same number during the same match.  Numbers may be “written in” on the roster but must remain assigned to the player for the duration of the match.  The league will provide pennies to the home team in the absence of an alternate jersey if the away team is wearing a similar color.  Pennies will not replace the requirement for numbered jerseys/t-shirts.  Numbered jerseys/t-shirts must be worn beneath the pennies.  If a goalkeeper’s jersey is similar in color to his/her opponent’s jersey, the league will provide a penny for the goalkeeper in the absence of an alternate jersey.

Substitutions:  All substitutions will be conducted during natural stoppages of the match at the referee’s discretion.  Examples: Your throw-in, opponent's throw-in if opponent is also subbing players, goal kicks, your corner kick, and halftime.  There will be no limitations on the number of subs during a match.

Slide Tackles: Slide tackles against an opponent are not permitted.

  • Slide tackle committed against an opponent and no physical contact is made will be treated as a dangerous play with an indirect free kick restart for the opposing team.
  • Slide tackle committed against an opponent with physical contact will be treated as a penal foul and restarted with a direct free kick for the opposing team.
  • Slide tackle committed against an opponent with physical contact in a reckless manner will be treated as a cautionable offense, yellow card, and restarted with a direct free kick for the opposing team.
  • Slide tackle committed against an opponent with physical contact using excessive force or with intent to injure will be treated as serious foul play, red card, and restarted with a direct free kick for the opposing team.
  • Sliding by a goalkeeper to make a save is allowed subject to the FIFA Laws of The Game.

Offside:  There will be no offsides.

Yellow Cards:  FIFA Laws of The Game apply with the exception of what is listed in the Sliding Tackles section above.

Red Cards:  FIFA Laws of The Game will apply.  Additionally:  Any player receiving a red card will be required to immediately leave the complex.  Failure to do so may result in additional penalties or match suspensions up to and including permanent expulsion from the league.  A red carded player may attend his/her team’s next scheduled game, but will be required to sit out (not play) a minimum of one game following the game in which the card was received.  All players receiving a red card will have their player pass turned in to the OCSAAL Discipline and Appeals (D&A) Committee for review.  If the offense was particularly flagrant (fighting, infractions against the referee, malicious fouls, etc.) the D&A Committee may levy additional penalties or match suspensions up to and including permanent expulsion from the league.

Conduct:  All persons, whether players or spectators, on the grounds of the OCSA Tabernacle Soccer Complex are expected to conduct themselves as ladies and gentlemen.  The OCSAAL is a subordinate member of OCSA, a Classic level youth soccer program.  As such, OCSAAL will be playing many of its matches along side of youth matches.  Members and spectators of the OCSAAL are encouraged to present themselves as role models for the game while participating in or attending games at the OCSA Tabernacle Soccer Complex.  While soccer is a sport of intense competition and emotion, players and spectators are asked to please consider your surroundings and the themes of sportsmanship and fair play.  Fighting on any level will NOT be tolerated and will be met with the strictest of penalties up to and including permanent expulsion from the league.  Profanity, threatening statements, or verbal abuse by players, coaches, or spectators will NOT be tolerated and will be met with dismissal from the OCSA Tabernacle Soccer Complex and/or further penalties up to and including permanent expulsion from the league.  Further information concerning the handling of disciplinary issues can be found in NCASA’s Discipline & Appeals (D&A) Manual located on the OCSA and NCASA websites.  All players and coaches are responsible for making themselves familiar with NCASA’s D&A Manual. Ignorance of the policies in this manual is NOT an acceptable defense to any infraction of these policies.  This manual will serve as the reference to the OCSAAL D&A Committee.

Referees:  All matches will be played under the officiating of an assigned referee licensed by the USSF registered in North Carolina.  Unless otherwise posted by the league, we will only utilize one referee per game.  Players are reminded that only the coach, team captain, or designated field player may ask a referee for clarification of a call.  Referees are intended to be the unbiased third party present at matches to maintain good order and discipline according to The FIFA Laws of The Game and the modifications listed in this rules manual.  However, they remain human and are subject to make mistakes.  It is the policy of this league to listen to and when merited address any perceived grievances inflicted on its teams or players by a referee.  The proper channel for voicing these grievances is from the Team Captain to the OCSA Adult Division Committee Chair (OCSAAL) to the Referee Committee on the OCSA Board of Directors.  It is NEVER proper to address the referee directly concerning these perceived grievances.  Verbal or physical assault on a referee will NOT be tolerated and will be met with the strictest of penalties up to and including permanent expulsion from the league.  Further information on this subject is available in the NCASA D&A Manual.

Team Captain / Coach Responsibilities: 

  • Discipline:  Team captains and coaches are expected to set the example for their teams in regards to fair play, sportsmanship, and good order and discipline.  It is your job as a captain or coach to assist the referee in maintaining these principles within your team during match play.  You are reminded that speaking to the referee for clarification on calls or rules is a privilege – NOT a right.  Please set and enforce the proper example when addressing the referee.
  • Pre-match Check-in:  Your team (at least (5) players) must be present and ready for check-in (15) minutes prior to match time.  You will need to provide the referee with current NCASA approved player passes for play in the OCSAAL for ALL players expected to play.  NO PASS; NO PLAY; NO EXCEPTIONS.  Player passes will be accompanied with an NCASA approved roster listing ALL of your players by name and number.  Numbers may be “written in” on the roster but must remain assigned to the player for the duration of the match.  No (2) players may wear the same number during the same match.  Players arriving after the pre-match check-in may check-in and play only at the referee’s discretion.  Captains and coaches should speak to the referee during check-in about the possibility of players arriving after the start of the match.

Player Responsibilities:

  • Rules:  It is the responsibility of EVERY player to become familiar with and abide by the policies of this document (OCSAAL 7v7 Rules Modifications), FIFA Laws of The Game, and the NCASA’s Discipline & Appeals Manual.  Ignorance of these policies is NOT an acceptable defense to any infraction of these policies.
  • Pre-match Check-in:  You should check-in with your player pass and wearing what you will wear for the match (shin guards covered by socks, numbered jersey/t-shirt, no necklaces, no bracelets).  Players may play with a medically required cast or rigid brace at the referee’s discretion provided it is wrapped in bubble wrap or other soft material.  The referee will have the final say on acceptable attire and equipment worn by a player.  Players arriving after the pre-match check-in may check-in and play only at the referee’s discretion.

Open Division


Players: 

  • Open to anyone 18 years of age or older OR;
  • Out of high school AND;
  • Not affiliated with an NCYSA youth team as a player.
  • Women are welcome. 

 

COED Division


Players: 

  • Open to anyone 18 years of age or older OR;
  • Out of high school AND;
  • Not affiliated with an NCYSA youth team as a player. 
  • All teams will be required to maintain (2) women on the field of play at all times during the course of the match.  An inability to meet this requirement will require the team to play down a player for each woman not present on the field of play up to the (2) required.  Example:  A team’s rostered women are unable to play in a match.  The team cannot take the field with more than (5) players.  As a reminder, no match may start or proceed without forfeiture if a team has fewer than (5) total players on the field of play.

 

Women’s Division


Players: 

  • Open to women 18 years of age or older OR;
  • Out of high school AND;
  • Not affiliated with an NCYSA youth team as a player. 

 

Over 30 Open Division


Players: 

  • Open to anyone 30 years of age or older as of the first scheduled match of the season.
  • Women meeting the age requirement above are welcome.
